The distribution of media content is increasingly shifting to hybrid and converging IP infrastructures. The technical challenges require common standards and coordinated solutions.

The Media over IP working group brings together broadcasters, infrastructure operators, platforms, and technology providers. Together, the members analyze current developments, develop positions, and support standardization.

Frank Heineberg represents RTL Deutschland in the DTVP and has been leading the AG Media over IP since 2023. Previously, he was already a co-leader of the Task Force DVB-I. He is also involved in international organizations such as DVB and HbbTV, bringing a broad perspective to the standardization work.

Together with Remo Vogl, Chair of the DVB project and responsible for distribution technology at Rundfunk Berlin Brandenburg (rbb), Frank Heineberg leads the associated Task Force DVB-I.

Task Forces specifically address topics that have emerged as particularly important in AG work. They work in a focused, time-limited manner and deliver concrete results. Participation is open to all market participants — regardless of DTVP membership.

Leadership & Co-Leadership Task Force DVB-I

DVB-I enables the distribution of linear TV services over the internet based on open standards, without proprietary platforms.

The Task Force has already successfully developed position papers on the DVB-I standard and highlight use cases. In the second project phase, it developed an implementation profile for the German market, incorporating the results of the German DVB-I pilot. The profile is aligned with the European DVB-I Common Profile and is continuously further developed by the Task Force — for maximum convergence and reduced development and testing efforts for manufacturers.

Accessibility does not end with content — it must work across the entire chain from content, platform, and device.

The Task Force brings together content providers, platform operators, and device manufacturers to jointly design the handover points between these areas. With the increasing diversification of the audiovisual media landscape, complexity is rising. At the same time, European and national regulations increase the pressure to act for all market participants. The joint exchange in the Task Force helps to develop practical solutions that truly make a difference.
